The National Bank of Ukraine issued Resolution No. 161 dated July 28, 2022 (https://bank.gov.ua/admin_uploads/law/Resolution_24022022_18_kp.pdf) which lifts the moratorium on cross-border settlements within the framework of projects/programmes of international technical assistance/border cooperation financed by the European Union.
Therefore, payments within the projects/programmes of international technical aid/cross-border cooperation and financed by the European Union are excepted from the prohibition to carry out cross-border transfers of foreign currency from Ukraine / transfers of funds to correspondent accounts of nonresident banks in hryvnias / foreign currency.
