The evaluation and selection of the projects submitted within 2014-2020 Romania-Ukraine Joint Operational Programme will be carried out by a Project Selection Committee set up for each of the launched calls for proposalas. The Committee includes representatives of both partner countries and is supported by independent assessors.
The evaluation stages are the following:
a. for HARD projects:
1. administrative and eligibility check;
2. technical and financial assessment; according to the scoring obtained in this stage, a list of projects will be set up, within the financial envelope available per priority, as well a reserve list.
3. submittal and evaluation of additional documents for the projects selected in the second stage (including projects on the reserve list). The Project Selection Committee will ask applicants to submit additional (technical) documents within a period of six months. After the evaluation of the additional documents, the final list of projects to be financed will be settled, as well as the reserve list and the rejected projects.
b. for SOFT projects:
1. administrative and eligibility check;
2. technical and financial assessment; according to the scoring obtained in this stage, a list of projects will be set up, within the financial envelope available per priority, as well a reserve list.
During every evaluation stage, the Project Selection Committee may ask applicants for clarifications, if necessary.
At the end of every stage, all the applicants will receive a notification by means of the programme electronic system, which will let them know the result of the evaluation of their project.
